Probably the most advanced shareware painting program of its time, and a decent alternative to Deluxe Paint. Also unlike Deluxe Paint, NeoPaint is still supported and updated.
One limitation is that despite the sophistication of its tools, NeoPaint only supported 16-color EGA illustration.
